District of North Vancouver Council will consider declaring a property at 4418 Cove Cliff Rd. a nuisance at its September 8 special meeting, citing an abandoned and unsecured house, dilapidated sheds, graffiti, garbage, overgrown or dead vegetation, and broken fencing.
According to the report prepared by the Chief Bylaw Officer, the conditions at the property are considered sufficiently “dilapidated and unclean as to be offensive to the community.” Council will be asked to declare the abandoned house, sheds, graffiti, accumulated debris, and other materials shown in photographs from August 2026 a nuisance.
If approved, the registered owner, with director Hao Liu, will be required to submit a complete demolition permit application by Oct. 6, 2026.
According to the report, the owner will also be required to demolish and remove the house, sheds, and accumulated debris and leave the property neat and tidy by Dec. 1. The required work will include removing strewn garbage, old asphalt from an abandoned tennis court, fencing and vegetation, as well as demolishing a wooden shed that encroaches on adjacent District property.
If the owner fails to meet the deadlines, the District will be authorized to enter the property and complete the required work at the owner’s expense. Unpaid costs could become a debt owed to the District and be added to the property taxes for the following calendar year.
