District of North Vancouver council will consider adopting a $100 fee for building owners who fail to provide required written confirmation that fire-inspection deficiencies have been corrected within the specified time.

The proposed fire services and fee amendments are on the October 5 agenda for final adoption after receiving first, second and third readings on September 21.
Under the amendments, a fire inspector may issue written instructions, a deficiency notice or a violation report following an inspection and set a deadline for compliance. The inspector may require the building owner or authorized agent to provide written confirmation that the identified deficiencies or violations have been corrected.
If the owner does not provide that confirmation within the specified period, the owner may be charged the $100 fee for compliance monitoring and administrative follow-up, whether or not the building is reinspected.

The proposed schedule also sets reinspection charges of $150 for the first reinspection, $300 for the second and $600 for the third and any additional inspections required because of non-compliance. The fire chief can extend the compliance deadline, waive a fee, or require a reinspection where reasonable in the circumstances.
The amendments also update stair identification requirements for buildings taller than four storeys, including visual and tactile signage and designation requirements for complexes with multiple towers. Council can adopt the bylaws, abandon them at third reading or rescind third reading to consider amendments.
